I think it is important for parakeets to fly for their health and mental well being...I
have 8 parakeets and they all fly around in a special room in my house that I have
"bird proofed". Granted, taming will not be as easy, but if you hang out in the room
where they are out and flying around, they might come land on you over time. Keep
offering them treats out of your hand and handle them as you can. Clipped birds do
stay tamer, but I don't believe the cost in terms of their lack of exercise and inability
to get around is worth it. You have to be the judge of that however. You could clip
them again and work with them more intensively for a few months until their next
molt, and then let them fly. If they are tame at that point, they will tend to stay
tame, but will be more independent than if you don't have them fully flighted. I
think the factor that will make them less tame is that they have each other for
companionship so don't need you as much as if you only had one bird.
