The bobbing tail is not a good sign..it is called "tail-assisted breathing" and indicates respiration problems which could be a symptom of many illnesses or conditions. I doubt this is related to moulting, unless the bird was in poor condition and the moulting just is too much for her to handle. I would increase the heat, and probably take her to the vet. I know this can be costly, but if she has a respiratory infection, a simple antibiotic can work wonders. However, there are alot of other conditions she could have and diagnostic testing gets pricey, but she may well die if you don't. Is she perching up high or sitting on the floor? Is she eating and drinking? (Actually, it doesn't mean she is ok, even if she is eating and drinking.) I have lost birds from delaying vet care when the bobbing tail symptom was present.
