I have a pair of Bourke's and you CAN visually tell the difference if they are normals
and not rosies. The males have blue on their heads, shoulders and bodies while the
females are more drab brown with no blue on their heads. If they are fighting, they
need to be separated regardless of gender. They don't necessarily want to be caged
together. How large is your cage? Many birds will fight if they don't have enough
territory. Anything less than 24" long is too small for a pair unless they are allowed
out for a few hours a day.

I would NOT house them with budgies ("normal" parakeets) because budgies are
more aggressive and feisty.

If they are a pair, the male may be courting the female and she is resisting his
advances, causing the squabbling.
