I would be careful because budgies are more aggressive, as you seem aware. You could put a piece of plexiglas on top of the canary's cage when the budgie is out...that's what I do with my quaker to keep him from biting the toes of my budgies and canary when they are out. They like to sit on his cage, and he did bite off a toe of one of the budgies. The plexiglas still lets light in, but is solid and will protect your canary and still allow the budgie to sit up there. The canary probably won't be very interested in him. My canary gets along well with many of my other hookbills, though. I let him out along with the rest of the birds, but supervise closely.
