It doesn't sound like he is sick. My birds do that before they start to clean themselves. If you are concerned and want to take him to a vet, use a towel and let it cover your fingers when you get him. That is how I catch my biting birds. A pair of gloves would also work, but I prefer to use a cloth. This is another way to socialize him. Feed him some treats while you hold him and eventually he will stop biting so much. That is what was recommended to me for my birds and it works.
