I am not really sure if the mood change is hormonal or if something else is wrong with him. A hormonal male tiel can be more aggressive and vocal and he may be entering into that phase. Have you ever taken him to the vet? I know that can be pricey, but if you are really concerned that would be the place to start. Do you have a playgym for him where he can spend time away from the cage? Territorial behavior increases if the bird is in or on his cage all the time, and as he becomes sexually mature you may see aggression toward you when he is in or on his cage. I have several play areas around my house away from the parrots cages, and all my birds are rotated onto these areas at various times during the day. Can he see out of a window at all? Cockatiels love to look out the window. Some of these enhancements to his life might make him more interested and stimulated and put him in a better mood. Continue to spend time with him, talk to him and handle him as he allows without aggression. The more you have him out and spend time with him, the more he will come out of his shell. I have seen this happen with MANY cockatiels who come through my rescue. But it can take a few months even to start to build trust and change behavior, so don't give up. He is a young bird, and unless he is ill, you ought to be able to modify his behavior. Also, make sure his diet is good, and if it is just a cockatiel seed mix, you should start adding more healthy table foods and eventuallly switch him over to a cockatiel pelleted diet like Zupreem or Kaytee Exact. Poor nutrition makes birds grumpy because they aren't up to par physically. If you need more tips on good healthy foods, or on how to convert him off of seed, let me know.
