When in his cage--he just sits.Out side he is playful on his cage,as long as I stay away.Would getting a handfed bird and working with it help or would it ruin the hand trained bird?Or should I just find someone who just wants a bird-----I really hate to do that as

He may start to feel more secure if you keep his cage(home) in one place. I had a bird that would get upset(act sick) when I moved her cage and the vet said it was because moving their cage can unballance them. continue feeding him food from your hand. Try putting the food in your palm so in order for him to reach it he has to climb up on your hand. It sounds like you have come a long way and I wouldn't give up on him yet.
