: Yes when he whistles he could be looking for your attention or looking for you to give him something more to eat or water to drink or water for a bath.  You will eventually get yo know what he wants if you pay enough attention to him.  I hope you are giving him a lot of attention.  If you do give him attention he will become a very devoted friend for the rest of his life.
