Leave the parakeet alone for a few days, but keep him in a room where you go to often. (Not a really LOUD room, but like your bedroom if you spend a lot of time in there). Then just let him get used to you opening and closing his cage door. After just opening and closing his door, while talking to him! for a few days, then you can open it, put your hand it, take it out and close the door, and repeat that. Eventually you can work your way up to having him go on your finger.
You have to do this in baby steps. It takes time and patience. And always talk soothingly to him while you're by him so that he understands that you're a nice person, and you aren't going to hurt him. Always reward him when you take him out, with treats, etc.
