: Well, to some degree that depends on your sister!  Why she does want the birds?  If she wants two singers or a male and a female, then, yes, wait until the Fall.  Then, the gender can be reliably determined.  Also, does your sister plan on going away on vacation this Summer? 

: As far as the chicks are concerned, you can move the birds as soon as they are eating on their own.
