Out-of-control beak growth in parakeets is due to a mite infestation. In order to prevent all occurences of mites and lice in cage birds, a pyrethrin avian insecticide should be used every week.
At this point, I have to suggest visit to the veterinarian. The vet will need to examine the bird in order to determine the actual cause. If it is mites, ivermectin can be prescribed for rapid control.
