Yes, unfortunately the little guy won't be able to survive the New Jersey winter.

You could put a bird cage outside in the vicinity with seed and water inside. Put in a few pieces of spray millet (available from your local pet shop). Keets really enjoy spray millet. Leave the door to the cage open.

Once you've observed the parakeet going into the cage. Attach a string to the door so that from a distance you can pull the door shut.
