droopy wings w/vision loss

I have two older 10+ years cocks who have been in my out-door community cage for three years. Early this spring we noticed one of the birds drooping his wings then he seemed disoriented and had a considerable vision loss. We moved him immediately to a separate cage and he seems to be doing ok but still has decreased vision and he sings a bit each day. Now, bird #2 seems to be following in bird #1's footsteps......any idea what's going on with these guys.

One other thing: both birds have a "stretched" posture as if they are trying to see over a barrier my husband feels that this is because of their decreased vision...but I feel that it more closely related to some sort of central nervous system problem.

I'd appreciate any ideas you may have
