If you are in the Northern Hemisphere, your canary should not have started to moult in February. What caused the bird to moult early is probably the same reason that it's still not singing.
The two reasons for an out-of-season moult are too much daylight and/or excessive heat. The lenghtened daylight hours are the most probable cause. The bird needs to be in a tranquil atmosphere with the same number of daylight hours as nature. Just covering the bird is no help is the room is brightly lit and noisy.
Do make sure that the bird is getting proper protein and vitamins. A wide range of vitamins and food supplements are available at a pet supply. Chicken egg, scrambled as for human consumption, is a great source of protein.
